As part of the efforts to highlight different initiatives that support the education system in the Sultanate of Oman, the Secretariat General of the Education Council hosted at its premises a team representing the Omani Authority for Partnership for Development (OAPFD) led by the Chief Executive of the Authority. The team delivered a visual presentation that introduced the Authority and highlighted its activities. The event was attended by some members of the Education Council, specialists of government organs and concerned personnel of the Secretariat General of the Education Council.

The presentation gave a brief account on the Authority and its objectives. It also introduced the Partnership for Development (PFD) Program (the OFFSET scheme), categories of the program and projects which are currently implemented through it. The presentation also showed the countries which succeeded in implementing the program such as Brazil, which made use of the program in developing their human resources as well as in fields of higher education through the Technological Institute of Aeronautics. Malaysia also benefited from the program through providing support to the Master's program in Information Security and through funding many holders of university degrees in engineering.  

Omani Authority for Partnership for Development (OAPFD) was established in 2014 by the Royal Decree No. 9/2014 to ensure that all government units and companies in which government holds shares of more than 50% of their working capital are applying the Partnership for Development Program to all civilian and military procurement contracts with foreign and local companies. The program aims also at achieving many objectives such as diversifying resources of national revenues, building effective and sustainable economy, reinforcing military and security capabilities, developing human resources, transferring knowledge and strengthening the private sector.

It worth mentioning that there are many projects which were implemented through this program in partnership with other parties. Among these projects are: Oman Center for Marine Biotechnology, the Youth Skills Development Program, Small and Medium Enterprises Development Fund and the National Capacity Building program.

Within the efforts of the Omani Authority for Partnership for Development with other parties to achieve its goals, it aspires to establish partnership with parties concerned with the education sector in the Sultanate of Oman through providing support to projects of social and economic dimensions and which promote education, training and research as well as those related to development of skills of young people.

Some educational projects and schemes were reviewed and discussed during the meeting. The Authority shall consider providing required support to these projects during the forthcoming period according to priority decided by the Education Council and as per the frameworks and regulations set by the Authority.  The meeting concluded a proposal that the Authority shall adopt, as a priority,  a plan to provide support to one of the projects of the Education Council and this shall be considered as the first indication of cooperation between both parties. During the presentation, many questions and queries were answered and many ideas and suggestions were exchanged and discussed.
