The Education Council organized for three successive days preparative workshops for a seminar on " Education and trends of Development; as well as current and future employment opportunities in the labor market" in cooperation with a number of government and private parties concerned with the sectors of education, planning and business in the Sultanate of Oman.  A group of experts and specialists participated in these workshops which were held at Muscat Auditorium of the Ministry of Higher Education.

 

The workshops aimed at identifying future trends of services development sectors as well as other promising economic sectors as stated in the ninth and tenth five-year plans. The workshops also addressed the role of the education and training sector in meeting the requirements of human resources of these sectors. They also identified the needs of academic and training specializations and required numbers of national manpower who are qualified to join both public and private sectors, in accordance with the trends of economic and services development up to 2025. They also aimed at perceiving the challenges that face the outcomes of education and training programs when they seek employment in the private sector and how to deal with these challenges. The workshops drove at coming out with clear and specific concepts on types of programs and specializations required, now and in the future, by the labor market.

 

Sixteen papers were presented during these workshops covering five themes. The first theme addressed future trends of economic and services development. Two papers were presented in this theme. The first paper was presented by the Supreme Council for Planning under the title "Future  trends of promising economic sectors in the ninth five-year plan and its requirements of human resources". The second paper titled "Population projections till 2040 and their effects on the education sector" was presented by the National Center for Statistics and Information.

 

The second theme of the workshops addressed the future needs of manpower in the government sector. Three papers were presented. They were: the needs of the Ministry of Education of teachers for 2015/2016 – 2020/2021,  the future needs of specializations and training programs as well as numbers of manpower in the civil service sector. The third paper covered the needs of the health sector of human resources specialized in different medical and health fields at present and in the future.

 

The third theme focused on the future needs of manpower in the private sector. Three papers were presented in this respect. The first paper was presented by the team of partnership between public and private sectors on the vision of the team with regard to the current status of the national manpower and their requirements and future trends. The Ministry of Manpower presented the second paper titled " the needs of the labor market of academic and training specializations in the private sector". The third paper was presented by the Ministry of Higher Education and it focused on the results and recommendations of the graduates' survey conducted in 2015.

 

The Fourth theme of these workshops discussed the challenges that face employment of Omani nationals in the private sector. It consisted of three papers. The first paper covered the conducts and ethics of work. It was presented by the chairman of the joint-committee of Omanization in the construction sector. Sohar University presented the second paper in this theme on employment in the private sector: challenges and opportunities. The third paper was presented by the Ministry of Manpower and it addressed the challenges of employment in the labor market in the private sector.

 

Five papers were presented in the last theme. The papers focused on specializations of education and training and the extent to which they meet the requirements of the labor market. Two papers were presented by the Ministry of Higher Education. The first paper titled "Indicators of the survey of employers in 2016: results and recommendations". The second paper addressed the specializations and outcomes of higher education which are expected during the years of the ninth five-year plan. It also covered the efforts made by the Ministry of Higher Education to match specializations with the needs of the labor market. The Ministry of Education presented the third paper which covered the role of the National Career Guidance Center in guiding students to select specializations and programs that meet requirements and needs of the labor market. A specialist of the Diwan of the Royal Court presented the fourth paper informing  the audience about the National Center of Research on Education and the Labor Market. The last paper was presented by the Ministry of Tourism on job opportunities available in the tourism sector.

 

It worth mentioning that papers' presenters represent ministries and agencies that are concerned with education, planning, human resources development and management in the Sultanate of Oman. Discussions and inputs of participants and audience played remarkable and effective role in enriching the workshops and in writing of a comprehensive report that includes clear ideas and concepts with regard to the quality of programs and specializations required by the labor market at present and in the future.
