By ONA- MUSCAT - His Majesty Sultan Qaboos bin Said on Wednesday issued Royal Decree 18/2018, establishing Oman College of Health Sciences and Higher Institute for Health Specializations and promulgating their bylaws.
Article 1 states that a university college for health sciences shall be established and named ‘Oman College of Health Sciences’. It also states that a higher institute for health specialisations shall be established and named ‘Higher Institute for Health Specializations’, that both the college and the institute shall affiliate (belong) to the Ministry of Health and that the bylaw attached to this Decree shall be applied to both.
Article 2 states that both Oman College of Health Sciences and the Higher Institute for Health Specializations shall have their own legal identity and financial and administrative autonomy, that both shall have their headquarters in the Governorate of Muscat and that they may open branches in other governorates after the approval of the Education Council and departments concerned.
Article 3 stipulates that the specialisations, allocations, assets, rights and files (registers) of the Institute of Health Sciences, Oman Assistant Pharmacy (Assistant Pharmacists) Institute, Oman Public Health Institute, Oman Nursing Institute, Oman Health Information Management Institute and nursing institutes belonging to the Ministry of Health in governorates shall be transferred to the Oman College for Health Sciences. Nursing institutes belonging to the Ministry of Health in governorates shall act as branches for the new college (Oman College for Health Sciences).
Article 4 states that the specialisations, allocations, assets and files (registers) of Oman Specialized Nursing Institute belonging to the Ministry of Health shall be transferred to the Higher Institute for Health Specializations.
Article 5 states that the occupants of administrative jobs at the above-mentioned institutes in Articles 3 and 4 of this Decree shall be transferred to the Oman College for Health Sciences and the Higher Institute for Health Specializations, along with their financial grades, and that the provisions of the Civil Service Law shall apply to them all, while the occupants of teaching jobs in these institutes therein shall be transferred along with their financial grades.
Article 6 states that the grades, salaries and allowances dedicated to the occupants of teaching jobs at the college and the institute shall be specified in accordance with Schedule (5) of Annex No 2 attached to Royal Decree 33/2013.
Article 7 states that laws, Royal decrees and bylaws regulating higher education shall apply to the Oman College for Health Sciences and the Higher Institute for Health Specializations where no specific text (statement) has been cited in this Decree and the bylaw attached to it.
Article 8 instructs the Chairman of the Board of Trustees of Oman Health Sciences College and the Higher Institute for Health Specializations to issue the regulations and decisions necessary for the implementation of provisions of this Decree and the bylaw attached to it. Till such regulations and decisions are issued, the current regulations and decisions in force shall continue to be applied without prejudice to the provisions of this Decree and its attached bylaw.
Article 9 cancels the aforesaid Royal Decree 55/93 and all that contradicts this Decree or its attached bylaw or contravenes with their provisions.
Article 10 says that this Decree shall be published in the official gazette and enforced on its date of issue.
