An extract from a speech by the late Sultan Qaboos bin Said, may his soul rest in peace, on the occasion of the 28th National Day, 18 November 1998

" The human being is the main instrument in the creation of progress, and he is the beneficiary of this progress. As far as this progress can provide an honourable life for the individual and for society, all involved in it can take pride in its good and fruitful results.

Intense co-operation between the Government, the private sector and the Citizen in the training, qualifying and employment of the national workforce is undoubtedly one of the most important factors in the realisation of the basic goals of our development plans, which aim at building the human being, and improving his capabilities and experience, in order to provide society with prosperity and stability".
